Understanding MPM

Military Performance Management

Military Performance Management (MPM) is a developing field of research concerned with how military personnel, units and institutions organise, manage, assess and improve performance in pursuit of institutional effectiveness, military capability and strategic defence objectives.

My research approaches MPM as more than the appraisal of individual personnel. It examines performance as a connected institutional process extending from individual military performance through unit and organisational performance to military capability and strategic defence performance.

The research programme draws particularly on performance management, strategic performance management, human resource management, organisational behaviour and institutional perspectives to examine how performance systems operate within the distinctive command, operational and institutional environments of military and defence organisations.

A central objective of this work is to contribute to the conceptual and theoretical development of MPM while generating knowledge that can support military effectiveness, accountability, institutional learning and evidence-informed defence management.

MPM Research Domains

Core Areas of Military Performance Management Research

The MPM research programme examines military performance as a multidimensional institutional phenomenon. It connects personnel and unit performance with organisational systems, leadership, institutional effectiveness, military capability and strategic defence outcomes.

Military Personnel Performance

Examines the management and development of individual military performance, including performance expectations, appraisal, training, professional development and the alignment of personnel contributions with institutional objectives.

Unit & Organisational Performance

Explores how leadership, command structures, teamwork, organisational processes, resources and performance-management systems influence the effectiveness of military units and organisations.

Institutional Performance & Effectiveness

Investigates how military institutions translate organisational capabilities, governance arrangements and performance systems into sustained institutional effectiveness and accountability.

Military Capability

Examines how personnel, unit and institutional performance contribute to the development and sustainment of military capability and organisational readiness.

Strategic Defence Performance

Examines how military performance-management systems connect institutional capabilities and military effectiveness with the achievement of strategic defence objectives.

Comparative & International MPM

Extends Military Performance Management research across national and institutional contexts to identify comparative lessons, transferable practices and context-sensitive approaches to military performance.
